IMPLEMENTASI PERATURAN DAERAH KABUPATEN ROKAN HULU NOMOR 4 TAHUN 2007 TENTANG ALOKASI DANA DESA TAHUN 2011

Abstract

This study is intended to determine how the implementation of Rokan Hulu Regency Regulation No. 4 of 2007 on the allocation of funds in the village of Rokan Hulu in 2011. In the implementation of the Regulation on the allocation of funds that occurred in the village of Rokan Hulu is very different from the rules that have been established, namely the existence of a village that gets Village Allocation Fund in an amount not in proportion to the weight of the Village into consideration in giving Allocation Fund Village. The research objective is (1) to describe and analyze the implementation of the Regulation on Allocation Fund in 2011 in the village of Rokan Hulu district. (2) To describe and analyze the factors that influence the implementation of Rokan Hulu regency regulation on Allocation Fund Village in 2011. The results showed that the implementation of the Regional Regulation No. 4 of 2007 the county Rokan Hulu "No Match" with the existing rules. The lack of appropriate provision in question is the allocation of funds to the Village Village Fund which is not in accordance with the indicators used in the formula to determine the amount of allocation given the Village Fund. In addition to the factors affecting the attainment of the objectives of legislation on Allocation Fund Village is the adequate human resources and the policies derived from the Local Government of Rokan Hulu.
