ABSTRACT Regulation of the Minister of Home Affairs Decree. 20 of 2007 Chapter II, Article 2, paragraph 2 explains that in order to combat HIV / AIDS are more intensive, comprehensive, integrated and coordinated at the district / city needs to set up handling of AIDS Regional Commission (KPAD) District / City. Establishment of Pekanbaru KPA Secretariat established along with Mayor Decree No. 240 Year 2011 dated October 31, 2011, has 11 (eleven) the main tasks in the response to HIV / AIDS. The review of documents, Pekanbaru KPAK not perform tasks essentially as expected. The purpose of this study to determine the coordination of NAC in the prevention and control of AIDS in the city of Pekanbaru and to identify factors inhibiting the implementation of the policy response to AIDS by AIDS Commission Pekanbaru. This research is qualitative. Data was collected through in-depth interviews to the secretary I and interviews with 7 members KPAK Pekanbaru. Pekanbaru KPAK duty principally in the form of: 1) Not to Develop Strategic Prevention and Control of HIV / AIDS in 2008-2012 Pekanbaru, 2) Education and dissemination of information about HIV / AIDS has not supported the active role of other NAC members, 3) establishment of working groups has been no realization It was concluded that KPAD in performing basic tasks KPA Center has not met expectations. Factors contributing factor is the Coordination, Human Resources Factor, Political Resources, Resource Economics or Finance, Obstructing Factors Society, the lack of empowerment of every member, and there is a description of the duties of each member. Recommended KPAK Pekanbaru institutional strengthening through the development of Standard Operating Procedure (SOP) Working Group (WG), and the development of communication and coordination mechanisms among relevant stakeholders tekait Pekanbaru KPAK members of understanding to establish that HIV / AIDS is a shared responsibility.
