Abstract

Abstract : This study aims to identify and analyze the implementation of the government administration in the field of traffic and transport roads in Kuantan District Singingi in 2011. Field of road traffic and transport are the main centers of population and economic movements have a very large role in the economic growth and prosperity. The high number of accidents in Kuantan District Singingi a central issue is the background of this research and also a lack of good evidence of traffic management and road transport in Kuantan District Singingi. In addition, traffic problems and road transport has also been stipulated in Law No. 22 of 2009 which requires the coordination between the Police Traffic Unit with the Department of Transportation inspection especially in traffic, in fact it has not been done. The research was conducted in the District of Kuantan Singingi with locus on Kuansing Police Traffic Unit and the Department of Transportation District Singingi Kuantan. The method used is a qualitative method with an informant as the source of research information. The data needed in this study were obtained by interview and documentation as well observaasi then analyzed by descriptive data analysis method. This study proves that the implementation of government administration in the field of traffic and transport roads in Kuantan District Singingi not going well it can be seen from the high number of accidents in the district of Kuantan Singingi. In addition, supervision, coordination and organization of traffic management and road transport is also not running between technical agencies then Lintas Polres Kuansing Unit with the Department of Transportation District DLLAJ Kuantan Singingi. The factors that affect the implementation of traffic management and road transport consist of obstacles and supporting factors. Factors inhibiting the implementation of traffic management and road transport between the others are still rarely carried out coordination between Satlantas and LLAJ in conducting field inspections Traffic and Transportation, the lack of awareness of the people to obey traffic rules and order so many people who do road users violations, no legal sanction given passage of the Satlantas Resort Kuantan Singingi the public road users violating traffic order. The factors supporting the implementation of traffic management and road transport in Kuantan District Singingi include a lot number of personnel, availability of facilities and infrastructure, the availability of more time, support the development of cooperation of various parties and people's understanding of traffic rules and road transport
