Abstract:
Not optimal bureaucracy in the process of issuing e-ID card against the background of such a complex problem, in terms of both availability and performance of their employees, and there are many obstacles in the development of infrastructure facing impediment to making E-KTP runs smoothly and no less than the maximum. Therefore, the authors intend to conduct research with the goal of finding out how the bureaucratic process of issuing e-ID e-KTP in Tampan Sub-District Pekanbaru City and the factors that influence it.
In this study, the concept is derived from the theory advanced by Agus Dwiyanto, about how the criteria in assessing the course of the implementation of the bureaucracy with three indicators, namely: 1. Effectiveness, 2. Transparency and Justice, 3. Power Response.. Dwiyanto also describes indicators that affect the implementation of the bureaucracy, namely: 1. Human Resources (HR), 2. Facilities Work, 3. Leadership. What this study were in Tampan Sub-District Pekanbaru .In this study, researchers used the informant research through key person. And to obtain the informant, the researcher used snowball sampling technique. This study included in the descriptive qualitative research.
The results of this study it can be concluded that the implementation of the bureaucratic process of publishing E-KTP in Tampan Sub-District Pekanbaru City whole can not be said to be good. From the results of research and field surveys are still many obstacles. For that is expected to Pekanbaru City Government to analyze and seek solutions of the problems faced by so bureaucratic process of issuing e-ID e-ID card is also going well, however, because an e-ID card program administration that is important both for residents and for the government .
