US and Russia are the owner of the largest nuclear weapon in the world. With the expiration of START I, US would not have a verification regime again. START I which is expired in 2009, will be make US didn’t know about Russian Nuclear weapon development. But on April, 8 2010 US and Russia signed new treaty (NEW START) as a replacement of START I. This research applies qualitative research method. Data in this research is taken from books, journals, internet, media, and other references. This research uses nation state analysis, realism perspective, and strategy security theory. The result from this research founds that US interest in NEW START is to reduce the potential threat of using Russia's strategic nuclear weapons and for strengthened US national security.
