And it takes an effort to empower people to improve their welfare. The purposes of this research are : 1) To reveal the profile of the local community around the Siak Palace area that involved in the tourism development, 2) To determine differences of the social welfare level after being given empowerment. And according to the research, it was found that the empowerment effort were able to provide an increase of social welfare significantly.
