The background of this study is the low performance of employees is seen from the level of labor discipline, productivity and public service. Compensation is one alternative to increase the performance. This study aims to determine the impact of compensation expense benefits in improving the performance of employees in the Bureau of Law, Organization and Management of the Regional Secretariat of Riau Province in 2011. The research is based on the theory of public policy and implementation of public policy as a tool of analysis and theory as an indicator of performance evaluation of the compensation benefits the workload. This research was conducted using qualitative methods in the Bureau of Law, Organization and Management of the Regional Secretariat of Riau Province, the data obtained either directly or indirectly, which are then analyzed using descriptive data analysis. Based on the review of the data and the analysis shows that the compensation policy of providing employee benefits expense a significant impact in improving the performance.
