Floods carry loads of mud, sand and other waste due to erosion in the upstream area which causes sedimentation in the downstream area. Erosion and sedimentation that occur due to nature's ability to regulate water continue to decrease due to land conversion. The research objective is to compare the carrying capacity of environmental services based on ecosystem services water supply services with water regulation services during the period 2003, 2007, 2011, and 2015. The carrying capacity of environmental services based on ecosystem services has an important role in supporting the lives of humans and creatures other life. Carrying capacity is one of the load indicators to ensure that a policy plan and program meets the requirements of sustainable development. The analytical method used was Participatory Approaches and Expert Opinion arranged into a pairwise comparison matrix and continued with quantitative descriptive analysis, comparative description, and spatial analysis.
