This research uses a conceptual foundation, by applying the role concept of program implementation to see how big its influence is in tackling toxic waste in China by focusing on a particular region. Supported by role theory, pluralist perspective and international organization's analysis level, as well as the concept of enviromentalism. The concept leads to qualitative methods and literature study as a source of information. Some of Greenpeace and China's efforts to solve the above problems are with Advokasi, Monitoring, Research, Communications and Evaluation on Yangtze river in Ningbo Province, Pearl River in Zhongshan Province.
