Abstract:
Library is used as one of the information center, the source of knowledge, research, recreation, preservation of cultural heritage of the nation, as well as providing various other services. The Government of Bukit Batu district has set up UPT. BPAD (Unit Pelaksana Teknis Badan Perpustakaan Arsip Dokumentasi) Bukit Batu subdistrict Bengkalis by Regulation (Regulation) Bengkalis No. 10 of 2008. The problems that became a phenomenon in the library is about management. Library Unit district level is not supported by an adequate number of personnel, coupled with library facilities and infrastructure that have not been oriented to visitor satisfaction.
This research uses descriptive qualitative research methods and techniques of data collection using observation, interviews, documentation. Informants in this study is the head of the library board and staff UPT BPAD of Bukit Batu subdistrict Bengkalis and visitors as well as community leaders within the library. Analysis of the data used in the descriptive method is to describe the theory of objective conditions and the information incorporated interviews with researchers the data are consistent with the field observations.
Management of the UPT BPAD of Bukit Batu subdistrict Bengkalis not operation optimally. Factors which become resistance in providing services to visitors such as facilities and infrastructure that are incomplete, the amount and quality of human resources is not adequate Librarian.
