Abstract

This study wanted to see how the implementation of populist economic policies through small and medium-sized business loans by the government in the village of Parit Karimun Karimun district since implemented in 2002 to 2013. The problem is the background of this research is how the populist economic policies through the implementation of small and medium enterprise loans by the government in the village of Parit Karimun Karimun district policies and factors that affect the implementation of the program ? This study is a qualitative research , the data collection techniques in this study is a descriptive analysis . This research uses documentation ( observation ) and interviews with key informants as an information object to get information in the study . Data used in this study is primary data and secondary data obtained through direct observation and interviews with key informants in this study. Based on the research and discussion that has been the writer explained in the previous chapter are based on the formulation of the problem , the authors conclude the following : 1 . Small Business Loan Program Implementation and Medium Enterprise (SME ) in the village of Parit Karimun district implemented since 2002 s / d in 2013 ( running over a period of 11 ( eleven ) years ) basically very helpful people / the small and medium-sized businesses that exist , for obtain capital loan with a low enough interest . 2 . Lending by the District Government of Karimun only done in 2002 until 2008 , after the administration was stopped , because of the bad loans so that funds are no longer collected in the form of cash money . In 2009 , the Government of Karimun regency just focus on the steps and efforts to encourage the creditors to immediately make payment loan , with a variety of methods, such as the Economic Section with the Department / Agencies associated together down to the business people ( door to door ) to find out the problem and to find appropriate solutions to overcome them . 2 Keyword : Implementasi Kebijakan, Kredit UKM, ekonomi kerakyatan 3 . In terms of obtaining a loan , the businesses do not have the requirements to meet the exact legality of law , so that the funds can be awarded only a fraction of that required . In the end of business that is run is also not able to develop properly , due to limited capital raised . 6 . Several factors are an obstacle in the loan recipients to repay the credit , among others, do not run the business development , financial management by business people that are not able to manage business finance , venture capital and often used for personal interests / family . 7 . In terms of seizure of assets / collateral pledged by the debtor in arrears , Karimun regency government is still in the process of in-depth assessment , involving stakeholders ( Auction Office and so on ) and therefore has not established measures and mechanisms that will be run .
