Dampak Industri Pulp Dan Kertas terhadap Keuangan Pemerintah Daerah Di Riau (Studi Pada PT RAPP)

Abstract

The presence of pulp and paper industry in the region will give impact to the local economy, especially local government finances. The bulk compositions of RAPP are a contribution on direct fiscal revenue (PAD). Direct fiscal contribution of the second type is the transfer of funds from central government DAU. RAPP contributions in period 2006 - 2009 equivalents to 1.78% of the revenue budget. Contributions of RAPP to the APBD Kabupaten Pelalawan relative decline, but in nominal terms showed a pattern of increase (6.95% per annum). Pelalawan revenues, an increase (13.90% per annum period 2001-2009). Largest source of the increase comes from the transfer balance. In the transfer, the largest element to Pelalawan and also other districts in Riau Province is the transfer fund from natural resource's revenue sharing.
