Abstract

Problems of labour faced in this time in Indonesia and specially in Town of Pekanbaru is high relative unemployment number accompanied with quality of low Human Resource and also not yet protection it to labour and others, whereas on the other hand this area have Natural Resources ( rich SDA) and managed by company - middle and big company which use technology and also sophisticated equipments which its its his require professional and skillful labour able to competency. Some policy have been taken by Central government and Local government in replying the the problem by conducting enableness through skilled training of job, training, location of labour and also to protects entry of external labour of area ( arriver ) passing By law and overseas labour ( TKA ) passing regulation of invitation of labour going into effect. But the mentioned not yet become local labour guarantee can be accepted by in job market, however have to fulfill standard of qualification position that good on the market of education standard, and also majors of competency had, and also not yet its it training product conducted by Local government and also institute training of private sector with requirement of existing job market
