THE IMPLEMENTATION OF THE GOVERNMENT REGULATION NO. 47 OF 2008 ABOUT NINE-YEAR COMPULSORY EDUCATION PROGRAM IN ROKAN HILIR REGENCY IN 2011

Abstract

The government regulation no. 47 of 2008 about nine-year compulsory education program, as a form of government attention to improve the quality of education, especially basic education for its citizen. After nearly 6 years since the enactment of the implementation of government regulation was highly interesting to be searched the extent to which the implementation level as well as at the regional center in mind the objective of the Regulation is to guarantee the expansion and equal opportunity to obtain the minimum education for its citizen. To limit the the scope of research, the authors confine the focus of research as to how the implementation of Government Regulation. 47 of 2008 on the 9-year compulsory education in Rokan Hilir Regency. This study has a purpose to find out How the implementation of Government Regulation No. 47 of 2008 on 9-Year Compulsory Education in Rokan Hilir and observe what factors that affect the implementation of Government Regulation. 47 of 2008 on 9-Year Compulsory Education in Rokan Hilir. The method that used in this study is using a qualitative approach. Study results on the implementation of the Regulation in Rokan Hilir in 2011 has met the output of the benefits of the implementation of policies and equitable expansion of basic education in Rokan Hilir in 2011, but the impact in accordance to article 2, paragraph 2 of Government Regulation No. 47 of 2008 on the 9-year compulsory education program that is continuing to pursue a higher education has not been fulfilled to the fullest
