Implementasi Kebijakan Program Penanggulangan Kemiskinan Perkotaan (P2KP) Di Kecamatan Padang Hilir Kota Tebing Tinggi

Abstract

District Padang Hilir is a district that the economy and infrastructure are still concerned. This is due to the area where previously have become illegal logging by the company, so that when the forest has been damaged people's income is low which makes local people were powerless because often affected by flooding. District Padang Hilir community who have small businesses are often constrained by lack of capital production whichis making it difficult to compete with employers who have a substantial capital. Though the passage of social economy greatly supported by the household-scale enterprises. The purpose of this study is to know how policy implementation program Urban Poverty in District Padang Hilir Tebing Tinggi City and see what factors inhibiting the implementation of program policies Urban Poverty in District Padang Hilir Tebing Tinggi City. Theory (approach) is used as a tool of analysis in this research is the theory of policy implementation and theory on Poverty. While the methods used in this research is descriptive qualitative research which is intended to provide a systematic overview of the observed phenomenon. Based on these results, policy implementation program Urban Poverty in District Padang Hilir Tebing Tinggi City can be seen from the creation of self-reliance among society so that they are able to early detection of problems that they face and to seek the real solution to these problems. If the infrastructure goes as expected and the availability of access to economic information for the community is a way to achieve the the welfare of community. Inhibiting the implementation of program policies Urban Poverty in District Padang Hilir Tebing Tinggi City is a community empowerment is at the core of this program is not maximized, so despite being physically able to work but it would be better to be able to develop the infrastructure of the community is a cornerstone of the economy improvement. P2KP is the way to empowerment with all the programs it offers. Other perceived difficulties in running this program due to the lack of real cooperation is highly expected the smooth running of of this program, especially the participation of the community in its implementation. Community facilitators sometimes feel as a contractor that specializes in 2 infrastructure development, in fact the Community Facilitators who cooperation with the local community is a major goal of this program.
