Penerapan E-Government Pada Dinas Komunikasi Informatika dan Pengolahan Data Elektronik Provinsi Riau (Studi Pelaksanaan Inpres Nomor 3 Tahun 2003)

Abstract

Implementation of E-Government in The Department of Information & Communication Technology and Electronic Data Processing in Riau Province ( Study of Implementation of the Presidential Instuction No.3 of 2003). This study aims to determine the extent of implementation of E-Government in The Department of Information & Communication Technology and Electronic Data Processing in Riau Province, which is Government’s decentralized obligatory affair so that The Department of Information & Communication Technology and Electronic Data Processing of Riau Province as local government institution that is responsible of the field of communication and informatics able to organize the administration by prioritizing on the information disclosure that is responsible to people, which refer to the Presidential Instruction No.3 of 2003 concerning National Strategy and Policy of E-Government Development. This study uses descriptive qualitative data analysis through the interview processes and field observations are then analyzed to produce the conclusion. The result showed that the implementation of E-Government in The Department of Information & Communication Technology and Electronic Data Processing of Riau Province has not been going maximally and the implementation of four structures of architecture framework on the Presidential Instruction No.3 of 2003 has not been implemented comprehensive due to is affected by human resources as the main factor.
