FAKTOR PENGHAMBAT PELAKSANAAN OTONOMI DESA (Studi Kasus di Kepenghuluan Pelita Kecamatan Bagan Sinembah Tahun 2012)

Abstract

This study aims to determine :1)How does the village autonomyin Kepenghuluan Pelita, 2)What are the factors that hinder the implementation of village autonomy in Kepenghuluan Pelita. The research was conducted in the district Kepenghuluan Pelita Kecamatan Bagan Sinembah. The research method used was a descriptive survey research. The data used in this study is primary data and secondary data.the data has been collected either in the form of documentary data andinformation, and then analyzed using qualitative analysis. Research data shows that the implementation of village autonomy in Kepenghuluan Pelita not running optimally for not complyingwith the regulations this is cause by several factors. Factors inhibiting the implementations of village autonomy in Kepenghuluan Pelitais financial support, human resources, the role of the community is still low in the implementations of village autonomy, level of education and the community village average is still low.while the government’s efforts to over come barriers to the implementation of regional autonomy in the village of Kepenghuluan Pelita can say nothing better than giving briefing to government rular/Kepenghuluan or any of the laws them selves
