Implementasi Kebijakan Mutasi Guru dari Jabatan Fungsional ke Jabatan Struktural di Kabupaten Kuantan Singingi Tahun 2011

Abstract

Government Regulation No. 13 of 2002 has been to explain in detail either the provisions for civil servant are recruited to be placed in structural function and for coach local employees. But in reality the field is still a lot of employees who were recruited to occupy structural positions deviate from Government Regulation No. 13 of 2002, so that giving rise to social jealousy in the workplace or agency working civil servants. In Kuantan Singingi District in taking discretion in filling the vacant positions formations one of alternatives is to perform mutation positions derived from teacher’s Civil Servants in appropriate with the regulations of the Government of Republic of Indonesia No. 16 of 1994 on Civil Servants Functional Position and Government Regulation No. 13 of 2002 on Civil Servant Structural Position. The placements of Civil Servant in structural positions not show staffing in appropriate with existing rules. From the above discussion, the author is intersted in conducting research entitled: “Mutation Policy of Teacher from Functional to Structural Position in Kuantan Singingi District in 2011”. This research was performed at the Department of Education and Culture Kuantan Singingi District, Kuantan Singingi District Secretary, and Board of Regional Employment and Training.Furthermore, the sample in this research was of Education, Head of Department, Head of Human Resources, Head of Sub Division Officer, Secretary and teacher’s civil servants were transferred. Data collecting technique through interviews, observations, and questionnaires. Data analysis is the process of simplification of the data in the form of a younger read and interpreted. The methods used by Resercher in data analysis is a qualitative method that uses assessment data in the descriptive analysis that seeks to provide a detailed overview based on data that was collected in the field. Based on the results of research and discussion, it is known that mutations policy civil servants namely mutation of teacher from fucntional to the structural position has been fairly well assessed due to mutation aims to put the employee appropriate with the procedures and requirements established in the required position or have a vacancy. Obstacles to the implementation of mutation teacher from functional to structural positions among others still lack the knowledge possessed by employee who transferred about the type of work to be carried out a new place, because when transferred to a new place they were not given a clear division of labor, lack of support to employees who are mutation by the new leader, and lack of coordination among employees in the mutation with employees that have long occupied an organizational environment, employees that transferred/employee long that lack established good cooperation among fellow employees.
