Studi Tentang Implementasi Kebijakan Penyaluran Beras Miskin (Raskin) Di Kelurahan Maharatu Kecamatan Marpoyan Damai Pekanbaru

Abstract

The background of this research is the goal of Raskin program to reduce the burden of household expenditure targets through fulfillment of some of its staple food in the form of rice. But in the fact now not only Target Households that earn Raskin, but communities who are not registered in Target Household also get it. Formulation of the problem in this research is “how the Rice Distribution Policy Poor (Raskin) in the Maharatu urban districts Marpoyan Damai in Pekanbaru”. This study aimed to know the distribution of rice policy Poor (Raskin) in the Maharatu urban districts Marpoyan Damai in Pekanbaru. The population was Maharatu village communities and relevant agencies. To take the sampling the resarcher using the purposive sampling technique by Suharsimi Arikunto. While the subject in this research is too much then the samples can be taken 10% from total population. So, the sample is 65 people from all population and for the institutions just involved as cross check is Bulog officials, District, Sub-District. Data were collected through observations, questionnaires, and interviews. In analyzing data is using descriptive qualitative. Based on the research the reseachers get as much as 56.94% in the field that the policy has been implemented according to the rules. While the remaining 43.06% policy has not been implemented according the rules. The hypothesis Implementation of policy poor Rice (Raskin) distribution in the Maharatu urban districts Marpoyan Damai in Pekanbaru is not in accordance with the applicable policies rejected. It can be concluded that the policy is going according to the rules although not fully.
