Abstract:
This study aimed to find out why the implementation of Local Regulation.
9 of 2009 on the plantation business in Kuantan Singingi district in 2010-2012
specialized field of licensing the cultivation of plantation STD-B is not
performing well. The method used in this study is a qualitative method, the data
collection techniques directly to the informant interviews and documentation.
The research was conducted in the district of Kuantan Singingi, the focus
of research conducted on the parties directly involved in the implementation of the
Regulation, the District Government Kuantan Singingi.
In the data collection was conducted interviews with informants consisting
of, Kuantan District Singingi Plantation Office, Office of Integrated Licensing
Service (KPPT) Kuantan Singingi District, the Legal Secretariat Kuantan Singingi
Regency, Kuantan Singingi District Commission B DPRD in charge of
Agriculture, Local Government among civil servants Kuantan Singingi district or
plantation workers as well as employers.
Results of research on Local Regulations. 9 of 2009 on the plantation
business in Kuantan Singingi District 2010-2012 special field of licensing STD-B
is not performing well can not be separated from the contents of the policy

variables and environmental variables that influence policy. But the more
dominant factor affecting the non-performance by either Regulation No. 9 of 2009
on the plantation business is the policy environment variables derived from
KuantanSinging District Government and decree that is an indication that the
implementation of the law not being made.
