Abstract:
The purpose of this study was to determine the changes in the organization environment, both external and internal environment in the Pasar Rakyat Teluk Kuantan management. Furthermore, by referring to the strengths and weaknesses of factors, both external and internal environment, identified the strategic issues of concern facing the organization so as to formulate a good strategy in the management of the Pasar Rakyat Teluk Kuantan and improving employee performance. Descriptive method with qualitative approach, data and qualitative information to describe the state or condition being studied systematically, real and accurate as it happens on the field is focused on the formulation of policy strategies in carrying out the task of managing the Department of Pasar Rakyat Teluk Kuantan bay so that revenue can be optimized retribution. The observed phenomenon is internal and external organizational environment. Data collection techniques with methods of documentation, in-depth interviews and direct observation. Analysis of the data using a model of interaction analysis and SWOT analysis to strategic issues of concern, namely: 1. Low ability and skills of employees, 2. Lack of strategic steps, 3. Unclear supervisory procedures, 4. lack of law enforcement. To respond to these issues in the drafting of the strategy as follows: Improved quality through education and courses; understanding and dissemination of the organization's mission; Improvements to workplace procedures; Extension and dissemination of the rights and obligations of the merchant with a persuasive approach and repressive; Improved quality of service; Commitment / understanding with all parties; Reviewing existing regulations.
