KERANGKA KERJA PERJANJIAN CMATS (TREATY ON CERTAIN MARITIME ARRANGEMENTS IN THE TIMOR SEA) DALAM PENGELOLAAN PROYEK GREATER SUNRISE TIMOR LESTE DAN AUSTRALIA TAHUN 2006-2010

Abstract

This research explains the framework of Treaty on Certain Maritime Arrangements in the Timor Sea (CMATS) to manage the Greater Sunrise project between Timor Leste and Australia from 2006 to 2010. Maritime boundaries issues between Timor Leste and Australia have been ongoing since three decades ago. Timor Leste since independence in 2002 until today, has reached three agreements with Australia, those are Timor Sea Treaty, Sunrise International Unitisation Agreement and CMATS Treaty. Those three agreements, especially CMATS Treaty, define the cooperative management of oil and gas resources in the Timor Sea, but it does not solve the basic problems of the maritime boundary claims of the two countries.
