Abstract:
The rise of the youth in the city of Pekanbaru who do not behave according to the
norms that exist in society and religious values make people uneasy. The number of
criminal and immoral actions arising in the community as well as reports to the municipal
police make Pekanbaru City Government had to intervene. By looking at the above
problems, the city of Pekanbaru to make regulations in the form of regional policy as an
act to regulate the issue of public order. However, this policy is a policy that uses
institutional model that focuses on the functions of government agencies as well as the
structure and behavior patterns of individuals and groups to influence the content of the
policy. Researchers chose Grindle theory because, according to researchers at the
Grindle's theory contains explanations about the factors that influence the implementation
of a policy in which it is perfectly suited to the issues being discussed in this study. To
see the goals / expectations of the implementation of local regulations No. 5 of 2002
concerning public order (case study of policing, ban immoral acts in Pekanbaru City
Park) will be seen from the theory put forward by Grindle in Sujianto (2008:47) who
argues that the implementation can wisdom seen as well as the administration and the
political process, by which the success of the implementation will be determined by
various factors
