Abstract:
This paper discusses the wheather program it had and not happened on the empowerment
of women in the district of Lower Rambah Rokan Hulu. The extent of women's participation in
the program and the involvement of women in social life and also the room is the scope of the
institution. A variety of things that affect the success rate of the program and also barriers to be
presented in this paper. Among these constraints is the lack of effective program presented due to
lack of innovative programs, and the lack of facilities and infrastructure that support. Besides the
work of the executive prifesionalitas program itself become an obstacle to the achievement of
women's empowerment program.
