Abstract:
Spain is a country located in southern Europe. In the north bordering the bay Biskay and French: in the east by the Mediterranean Sea: in the south by the Atlantic Ocean (Straits of Gibraltar), and on the west bordering Portugal. When viewed from the boundary of the South, Spain is only 13 km to Africa. This is the source of problems study Spanish immigration in recent times to the present. This further opens opportunities for immigrants from Africa into Europe. Increasing the flow of illegal immigrants in Spain are caused by three main factors, namely: the Immigration Act Loose and Flexible, Strategic Geographic Location, and high economic growth.
The Spanish government made several attempts / strategies to address the problem of illegal immigrants, including; Law Immigration in Spain made by the government to regulate the obligations and rights of legal immigrants in Spain. In keeping with the times, the Immigration Act was revised to fit the situation of immigrants in Spain in particular, and in the EU in general. Through the Hague Programme, the policy issues related to immigration is divided into five sections, namely: common asylum system, the system of legal immigration to dismiss illegal immigration, integration with countries of origin, the external dimension of immigration and asylum policy, and management of immigration flows.
