UPAYA PEMERINTAH KABUPATEN LINGGA DALAM MEMPERTAHANKAN PULAU BERHALA TAHUN 2011-2012 (STUDI TERHADAP DIKELUARKANNYA PERMENDAGRI NO. 44 TAHUN 2011)

Abstract

The research is motivated by the efforts of the Lingga District Government to maintain Berhala Island consequent PERMENDAGRI No. 44 2011 Year which makes Berhala Island part of Tanjung Jabung Timur District Government, Jambi Province. Lingga District Goverment considered failed to maintain territory that has long entered into Lingga District since the time Kingdom of Lingga. Physically, Lingga District Government have done some development infrastructure which aims to prospering improve the economy society in Berhala Island. Based on that the backgaround, this research aims to first, identify, analyze and explain effort Lingga District Governmet to maintain Berhala Island 2011-2012 Years against issuance PERMENDAGRI No. 44 2011 Year. Second, analyze dan explain factors into obstacle for Lingga District Government to maintain Berhala Island. This research using qualitative approach. As for technique data collection done through in-depth interviews with informant which supported by documtation. While data analyze technique using analytical diskriptis. The result of this research indicated that, first, Lingga District Gaovernment have done some effort to maintain Berhala Island 2011-2012 Years this are do law efforts with judicial review to Supreme Court and Constitutional Court and social effoerts wit do some activity and program Lingga Distrct Government which aims to prospering improve the economy society in Berhala 2 Island. Second, factors into obstacle Lingga District Government to maintai Berhala Island is political diplomacy to maintain Berhala Island and solution of the frontier problem.
