ABSTRACT
Pekanbaru city has many magnificent buildings standing by the city and turned into the town center, but still many are not pocketing building permits, especially Sub Sukajadi the city center and commercial area. In fact, spatial planning and building departments Pekanbaru area has urban spatial planning activities which are an integral part of the Spatial Plan (spatial planning) space as a container of the whole social system interaction with the ecosystem balanced and mutually beneficial ongoing various parties that exist because of differences in abilities , importance, and nature of economic development and Services Trade Zone. But there are many illegal buildings that do not have a building permit and impact with the Revenue. There is also the problem of the study is How the implementation of Regulation No. 01 Year 2010 on Building Permits in District Sukajadi Pekanbaru and what factors are affecting the implementation of Regulation No. 01 Year 2010 on Building Permits diKecamatan Sukajadi Pekanbaru by aiming to make it happen and implementation factors Bylaw No. 01 Year 2010 on Building Permits Pekanbaru them.
Theoretical concepts that researchers use is the implementation of policies and levy IMB. This study used qualitative research methods to the study of descriptive data. In collecting data, the researcher used interview techniques, observation and study of literature. By using a key informant as information about the IMB.
The results of this study indicate that the implementation of the Regional Regulation No. 01 Year 2010 on Building Permits City of Pekanbaru is the category which has not been effective factors which affect this implementation, namely, Communication, Resources, disposition / attitude executors, Bureaucratic Structure which is influential and should be in line for the creation of Implementation Regulation No. 01 Year 2010 on Building Permits Pekanbaru.
