Abstract

Abstract : Along with the presence of other entertainment areas experiencing rapid growth and to regulate the presence of entertainment Pekanbaru, the Government issued Local Regulation No. 3 of 2002 On The Hiburan.Diundangkan rule this area then automatically also be a legal basis for the City Government to grant permission and ease of control. Of the existing conditions in the field the authors find some symptoms or phenomena such as a lack of control by the City of Pekanbaru on a number of operating hours of entertainment karaoke or pub, because there are many entertainment venues that do not operate in accordance with Local Rule No. 3 of 2002 about general entertainment, there is evidence or a karaoke pub is open until 04.00 pm and some even go up to 24 hours, the lack of government oversight of the city's existence because there are many entertainment places some karaoke entertainment venues or pubs that do not have operating licenses and absence sanction given to the city government to the owners of karaoke entertainment or pub does not have a license to operate and the breaking hours of operation, or a Karaoke Pub Space evidence that remains in operation while operating permit granted beum. The purpose of this study was to investigate and analyze the supervision of the City of Pekanbaru Against Public Amusement Places and to identify and analyze the obstacles faced in the supervision of the City of Pekanbaru Against The Public Entertainment. From the research results, including the supervision of places of public entertainment category Good enough that as many as 15 respondents or 44.12%, then responded well taken as many as 11 people or 32.35% and to respond less well addressed by 8 people or 23.53%. Implementation of monitoring places of public entertainment by the City Pekanbaru experience some inhibiting factors such as: the lack of experience of the officers Pekanbaru City Government employees, lack of responsibility of officials in the local government area in Pekanbaru and low human resources officers held down employees in performing monitoring places of entertainment.
