dc.description.abstract The background of this research because of the low performance of Civil Servants (Bureaucracy) at Head Office Rambah Samo Rokan Hulu, which shows that the low level of awareness of the existing Civil Servants at the Head Office of the duties and responsibilities. Also, there are still some civil servants who do not fully understand their duties. Disaming it also provided information that is two (2) employees (staff) is not clear what the duties and responsibilities. This raises the suspicion that the author at the Head Office of the maximum has not been carried out the division of labor to each employee (staff) that would affect the poor performance of the organization. Respondents in this research that all Civil Servants at Head Office Rambah Samo Rokan Hulu, amounting to 16 people. Sampling technique using the Census Techniques entire population sampled by reason of their numbers are small ie 16 people were in the civil service and the agency is in the District Office Rambah Samo Rokan Hulu. As for the type of research that the authors use is descriptive research that is supported by secondary data and primary data. Data collection techniques in this study was the observation, interviews, questionnaires and document review. While the data analysis techniques, namely the classification of data in the form of the group and the type and make a description or interpretation of findings in qualitative research. Once the data is analyzed then continued by making conclusion of the study, while the conclusions of research on Bureaucratic Performance Head Office Rambah Samo Rokan Hulu Years 2011-2012 porsentase categorized Not Good with 42.7% for the reason that the performance of employees at Head Office is still rated yet well especially in the division of tasks 2 which still have not been up that there are employees who do not understand the task assigned to him or in other words the task given without regard to the ability and expertise of employees. en_US
