Abstract
Plan and organize a family is a matter of humanity currently being sought its implementation by the government and people of Indonesia, including in the city of Pekanbaru, especially in Sub Rumbai. Therefore made Family planning Program for a Healthy and Prosperous Family creation. The problem in this study are the factors that influence the implementation of Family planning Program in Sub Rumbai Pekanbaru. As for the purpose of this study was to determine the factors that affect the implementation of the family planning program in the District Rumbai Pekanbaru.The concept of the theory is that researchers use policy and program implementation. This study used qualitative research methods to the study of descriptive data. In collecting data, the researcher used interview techniques, observation and documentation. By using a key informant as a source of information and as a source of triangulation techniques in testing the validity of the data.The results of this study indicate that factors influencing the implementation of family planning program in the District Tassel Pekanbaru not running optimally. Factors affecting the implementation of the Family Planning Program pekanbaru City District Tassel is still a lack of resources and lack of support facilities implementing the program, people's fears about the effects of the installation of contraceptives is also an influential factor
