Abstract:
This research analyzes JICA’s (Japan International Corporation Agency) Role
addressing climate change in Indonesia with Climate Change Program Loan (CCPL).
"Climate Change Program Loan" (CCPL) is a three year program (from 2007-2009) as
agreed by the Indonesian government and the Japanese government, which aims to help
Indonesia policy reform in mitigation and adaptation addresing climate change.
This study uses descriptive qualitative method, liberal perspective., International
cooperation theory, and foreign aid concept. According to the liberalist perspective of
climate change occurs as a result of increased CO2 emissions caused by humans and
their activities, which must be faced with decresing global warming by reducing CO2
emissions at the national and international level.
This research shows that, in addressing climate change established a policy that is
designed to support policy actions agreed by key policy pillars of mitigation,
adaptation, and cross-cutting issues in terms of greenhouse gas reductions to
strengthen the country's resilience to the negative impacts anticipated due to climate
change and improving institutional framework related to mitigation and adaptation
