PERAN INTERNATIONAL COMMITTEE OF THE RED CROSS (ICRC) DALAM MENANGGULANGI KRISIS KEMANUSIAAN DI KOLOMBIA TAHUN 2006 - 2010

Abstract

This paper is analysing about the role of International Committee Red Cross (ICRC) to help address the humanitarian crisis that occurred because of civil conflict in Colombia. Conflict in Colombia involving the Fuerzas Armadas Revolucionaries de Colombia (FARC) and the Government of Colombia is one example of a threat to human security in this case is a citizen of Colombia. Thousands of people confirmed dead, and hundreds more injured and displaced into the surrounding area. Access to basic human needs such as water, food and medical is very limited. This fact leads to the so-called humanitarian crises, so that it can be said that Colombia is no longer be able to protect the security of citizens. The International Committee of the Red Cross (ICRC) as a non-state actors and also an organization that has been given a mandate by the international community to become guardians and bearers of International Humanitarian Law (IHL) may then go directly to the site to take over the responsibility to protect the lives of Colombian society and the dignity of victims of armed conflict and give them help. Colombia is the ICRC's biggest operations in the Americas. Activities of the ICRC in Colombia such as protecting civilians, helping refugees and conflict-affected communities, helping people affected by weapon contamination, visiting detainees, promotes the International Humanitarian Law, and work closely with the Colombian Red Cross.
