Abstract:
This study aims to preserve Malay Rokan Hulu back that feels forgotten by society have been
far Rokan Hulu. Theory and Policy formulation is a cornerstone in the study. In terms of data
collection techniques and documentation writers wawancara.Metode research used in this study is a
qualitative method.
Regents Policy No. 22 of 2012 has the legal umbrella of the Law of the Republic of Indonesia
Number 32 Year 2004 on Regional Government, Permendagri No. 52 Year 2007 on Guidelines for
Preservation and Development of Social Customs And Value Cultural Society, Rules of Ministry of
Home Affairs of the Republic of Indonesia, No. 53 In 2011 On Establishment of Regional Law
Products and Law No. 12 Year 2011 About Establishment of Regional Legislation And Regulation of
Regents. However, even though the policy has no legal force, resistance still occurs in the community,
especially those from outside the area Rokan Hulu, they assume that regulation is a discrimination.
Based on these results, we can see the process of formulation of Regents Policy No. 22 of
2012 came from the thought Institute of Traditional Malay Rokan Hulu, writing the names Plang
Brand Enterprises by Economic and Development Law By giving Umbrella Head, Law Office of
Regent Rokan Hulu. In pensosialisasiannya there is some resistance from some business enterprise
owners especially home owners Eating. Resistance is because they feel discriminated against by the
government Rokan Hulu. Regents policy of the Number 22 Year 2012 is to invite or urge the public to
help preserve Malay Rokan Hulu and not to discriminate against entrepreneurs from outside the area.
