Abstract:
This type of research is descriptive qualitative method, on the basis of case study research. Techniques of data collection by observation techniques, namely data collection through literature study, document and research results as well as through institutions related to the issues, and conduct direct observation object under study using the interview technique in which researchers conduct a discussion directly with the informant are considered to have the quality and ability in dealing with this problem. As for the population in this study, namely, Riau Provincial Government bureaucracy that is linked with the problem of public health services and the public health service recipients in hospitals Arifin Achmad, with sample withdrawal techniques purposive sampling determined, then the results of the data will be processed and analyzed qualitative.
The results obtained show that the implementation of policies Jamkesda not running optimally due to the occurrence of delinquent bills, arrears that include community treatment services in hospitals Arifin Achmad Pekanbaru in February 2011, October 2011, November 2011, December 2011 and January 2012.
This is due to the late payment of claims from the hospitals late reported to the Health Department so that the Riau Provincial Finance Bureau too late to process the claim. Factors Human Resources, Facilities and Infrastructure supporting health care, disposition / behavior health care personnel, and also the lack of stability in the budget to support these policies are some of the obstacles that lead to the implementation of the policy is not running as it should.
