Abstract:
Issuance of the Regional Regulation No. 3 of 2007 on Management and Exploitation
Permit Swallows Nest in the city of Pekanbaru is constituted by many employers in the city of
Pekanbaru swallow. Swift let entrepreneurs is growing and growing every year so it starts to
cause discomfort in the center of the community. Based on the condition,
the government of Pekanbaru issued a rule that aims to further curb this swift let
entrepreneurs. Irregularities by employers swallow both individuals and groups in the misuse
of swift let business license is quite contrary to local regulation Pekanbaru city. This swift let
business management problems involving many parties including Pekanbaru City Agriculture
Office, Department of Spatial Planning and the Building of Pekanbaru, the Environment
Agency Pekanbaru City, Department of City revenue Pekanbaru, Pekanbaru City Health
Department, police officials Satuan Praja Pekanbaru. Based on the situation, the researcher
wishes to conduct a descriptive study on the implementation of the Coordination of the
Regional Regulation No. 3 of 2007 on Management and Exploitation Permit Swallows Nest
in the city of Pekanbaru and factors affecting the Regional Coordination of the
implementation of Regulation No. 3 of 2007 regarding Management and Business License
Swallows Nest concession in Pekanbaru.
The concept of the theory that researchers used is coordination theory by A. F
Stoner, Harold Koonzt and Oonnel, the indicators in this study are:
cooperation, a good communication, and the division of labor. As for the factors that
influence based on research found in the field. researchers used interviews and observation
techniques using key informants as sources of information and Snowbolling Sampling
methods obtained through informants aftershocks.
Results of this study indicate that the coordination of the implementation of local
regulations No. 3 of 2007 concerning the management and operation permit bird nest in
Pekanbaru city performing well enough, other than that there are factors that affect,
leadership, communication between relevant agencies, matching time between fellow
personnel.
