Abstract

Basically, Micro, Small and Medium Enterprises (MSMEs) constitute an integral part of the economic development process seleruh Indonesian nation. This sector is employment for millions of Indonesian economic activity today and the future, especially if it can be attributed to the amount of labor that can be absorbed by small businesses. The employer and labor relatively small and weak people in various ways, weak in organization and management, weak in terms of capital and, as is only fitting to get the protection and guidance of the government so that they can grow into a force in economic development, because the role sektoril tremendous growth it deserves attention. This study aims to identify and analyze the implementation of the policy assessment 5 C (character, capacity, capital, collateral, condition) PT. Pawnshop (Limited) Pekanbaru Kodim Market Branch in providing credit to micro, small and medium enterprises. Data - the data obtained from the questionnaire further processed using descriptive statistical methods and then the data is presented in tabular format with numbers and percentages for subsequent analysis. The results showed that the implementation of 5C by PT. Pawnshop (Limited) Branch Market Pekanbaru Kodim goes well with the recapitulation 57.5% of policy implementation
